Exception case

The book raises a simple, ingenious question. Whose sovereignty and what is the source of legitimacy in the modern state? Does the “people” have the power to legislate through their democratically elected parliament, or does the “sovereign/ruler/state” have the executive power, which has the power to suspend the law, to preserve it, in cases of exception/emergency?
