Since the Enlightenment, the political dominance of the West over the "southern countries" is accompanied by a stronger cultural hegemony, if not a precursor to it. Decolonization, which was supposed to give Third World societies the means to find an organization compatible with their traditions, further exacerbated this phenomenon. In parallel with the use of discourse espousing estrangement from the West, southern leaders are importing modern Western law, development model, and representative democracy (even if they adapt it to their regimes). These leaders and those around them and their intellectuals think, move and create according to Western models
